时卫平,江苏常熟人。擅长油画。1982年毕业于南京师范大学美系。历任苏州师范专科学校教师、南京师范大学美术系教师。组画《百合花》获第二届全国青年美展三等奖，《知识——打开理想大门的钥匙》获全国宣传画展二等奖。

1978年2月就读于南京师范大学美术学院绘画专业。现为南京师范大学设计系主任，硕士生导师。中国美术家协会会员，南京博物院特聘画家。

作品曾参加第二届全国青年美展，第六、第七、第八届全国美展，并获二等奖和优秀奖等奖项。代表作中国画《贵妃醉酒》1998年由南京博物院收藏。近年所创小景画作品，题材大多为蕉竹湖石，寄景写情，草草逸笔构成了石静竹动、雨中听蕉的水墨意境，有着明显的中国江南园林文化特征。其风格自然飘逸、潇洒灵动，折射出中国传统文人高雅孤傲、感物吟志的主观心理，凸现了中国画“笔墨”语言的审美趋向和内在表现力。
