刘杰，1963年生，河南省商丘人。1988年毕业于广州美术学院，同年分配到河南省美协工作，现为中国美术家协会理事，中国油画学会理事，河南省美术家协会主席。
1988年毕业于广州美术学院；
1989年油画作品《花》参加“全国第七届美术作品展览”，并获“河南省第七届美术作品展览”一等奖；
1990年油画作品《花丛中》参加“中国油画精品展”；
1992年油画作品《秋天的阳光》在香港参加由文化部举办的“’92中国油画精品展”，并以1.7万元港币拍出，所拍资金捐给文化部艺术基金会。
1993年油画作品《天边的云》在香港参加“中国油画精品展”并获精品奖；
1994年油画作品《家》参加“全国第八届美术作品展览”，并获“河南省第八届美术作品展览”一等奖；
1995年有多幅作品先后发表于《美术》、《中国油画》、《江苏画刊》、《画廊》等专业刊物及国家级省级杂志报纸。
1995年多幅作品先后被美国、日本、香港、台湾、英国、法国、德国、加拿大、波兰等国艺术机构及私人收藏家收藏。
1997年8月受中国美协委派赴波兰参加世界艺术研讨会，与来自世界五大洲十七个国家的43位艺术家欢聚一堂，创作交流。所作油画《村景》、《西北的风》受到来自世界各国艺术家的好评及波兰人民的喜爱。
1997年油画作品《夕阳》参加北京“河南油画展”并获精品奖。
1998年油画作品《室内》、《家》、《家园》分别参加“河南省书画院精品展”和“全国第九届美术作品展”并获精品奖和二等奖。
2000年在河南郑州举办“刘杰油画风情展”。
2000年9月受奥地利奥中友协邀请赴奥地利、法国、德国、意大利、荷兰等国参观交流。
2001年水彩作品《阳光下》参加“亚亨杯全国画展”。并获优秀奖。
2007年9月，当选为河南省美术家协会副主席兼秘书长；
2015年12月，当选为河南省美术家协会主席。
