李承恩，1941年出生，祖籍湖南宁乡，1965年毕业于鲁迅美术学院油画系。现任大连铁道学院教授，中国美术家协会会员，大连城市文化协会副会长，大连市美协理事，大连中国画研究会顾问，大连画院特聘画家。
油画作品曾入选亚洲美展、全国第二届中国画展、全国第二届中国人物画展、全国第二届少数民族画展等并获奖，许多作品被选送出国展出，为博物馆和海内外私藏。亦有作品在《美术》、《文艺报》等多种报刊发表。《人物画专集》、《李承恩国画作品优选》由辽宁美术出版社出版。
1979年举办个展，获首届中国画展一等奖。油画《演员》入选第四届亚洲美展，国画《苹果》、《雪莲》、《五月的阳光》等参加国内各级展览，并被文化部选送出国展出。
