杨建臣，出生于河南舞阳县，1962年毕业于西安美术学院油画系，2009年加入中国美术家协会，系中国美术家协会会员，中国书法家协会会员，国家一级美术师。现任公安部警察文化艺术沙龙顾问，中国北京书画院常务副院长，中华当代书画艺术研究会名誉主席，北京华夏名人艺术书画院院长，《中国书画投资》、《中国书画艺术家》学术委员会委员。中国长城书画院理事，中国民族画院专业画家等职。
作者画风中西兼容，人物、山水、花鸟均有所长，尤擅画奔马、鸡禽，以画鸡闻名于世。其作品多次参加国内外书画大展赛和举办个人画展，并多次获奖或出版发行。被中国文联、文化部等单位授予“海峡两岸德艺双馨艺术家”、“世界华人艺术家”、“中国百名杰出国画家”、“中国当代美术一百家”等荣誉称号。其艺术成就由中央电视台、河南、山东卫视、北京、深圳、郑州、青岛有线电视台等多家媒体、报纸宣传报道。2005年央视国际频道《欢聚一堂》、《同乐五洲》栏目春节晚会特邀现场画鸡，向世界180多个国家和地区播放，央视一套也在春节黄金时段多次播放。
2006年11月，人民日报海外版《东方书画名家》栏目、中国书画报等都相继作了较大篇幅的艺术评论，人民日报海外版北京东方圣城文化艺术交流中心又专题为画家的书画举办了由100多位著名书画名家及社会知名人士参加的作品赏析会，与会专家、学者都给予了很高的评价，并现场题字题词予以肯定。还是人民日报海外版名家栏目推出的以靳尚义、王明明、李铎等30名书画名家之一。他的书画作品被人民大会堂、钓鱼台国宾馆、中央军委等单位收藏，不少精品被外交部、广电总局、国务院台办等单位作为国礼赠送中外贵宾，多家中外书画艺术权威机构、收藏家、企业家和爱好者收藏，出版个人画集多部，出版发行马年、鸡年挂历两万余册。
