柳忠福?笔名秋焱。河北武安人。现为中国美术家协会会员，中国书画国际大学特聘教授。曾任河北省邯郸市美术家协会副主席、全国美展河北区送展作品评委、河北省美展评委、河南省美术高考评委、中国民主促进会河南省委宣传部部长。师从何孔德、黄胄、李慕白。60年代曾得蒋兆和、陈半丁、叶浅予、古元等名家指导。
?????擅长油画、国画、年画。作品多次入选全国美展、省美展并获奖。在人民美术出版社、北京出版社、天津美术出版社、河北美术出版社、河南美术出版社等全国多家美术出版社出版作品近百幅。作品在中国美术馆、美国、加拿大、香港、新加坡、马来西亚、日本等地展出，被国内外多家艺术机构、画廊及个人收藏。2017年在石家庄美术馆举办个人画展，出版个人画集《当代书画名家作品精选——柳忠福画集》，个人传略收入《中国当代美术家人名录》、《中国现代美术家人名大辞典》、《中国当代艺术界名人录》等。
