吴斯嘉，男，汉。1948年10月出生于湖北武汉。专长油画、粉画。现任韶关市群众艺术馆馆长、副研究馆员。
1968年毕业于广州美术学院附中，1985年结业于广州美术学院油画进修班。1968年毕业后分配至广东省曲仁煤矿从事文化宣传工作。期间举办了多次职工业余美术培训班和画展，培养了大批工作在生产第一线的业余美术作者，也创作了许多以煤矿为题材的美术作品。其中油画《来信》、《矿工一日》在省美展获奖；油画《工友情》获首届中国煤矿美展二等奖，被推荐至波兰展出；粉画《煤山》、《歌声》分别入选首届全国水彩/粉画展和第七届全国美展。
1992年调至韶关市群众艺术馆工作后的数年内，组织多次全市美术展览及研讨、培训活动。同时坚持美术创作，其中粉画《大酒店》获1993全国群星美展优秀奖；《夜缤纷》获第三届全国水彩、粉画展铜奖；《山村日记》入选全国群星奖美展。
1982年加入广东省美协，1999年加入中国美协。现为韶关市美协副主席，韶关市书画院副院长。
