齐凤阁(1953.1—)吉林长岭人。擅长版画史论、美术史。先后毕业于东北师范大学美术系、中文系，后留学日本。历任东北师大美术系教授、系主任，吉林美协副主席。现为深圳大学艺术学院教授，中国版画家协会艺委会副主任。
1974年毕业于东北师范大学美术系，1982年毕业于该校中文系，1988至1990年公派日本留学。1992年晋升为教授，1993年获国务院政府特殊津贴。曾任东北师范大学美术系主任、吉林省美术家协会副主席、吉林省美学学会副理事长。现任深圳大学艺术设计学院院长，中国美术家协会版画艺委会副主任，《中国版画》杂志主编。被聘为第8、9、10届全国美术展览评委，第14、15、16、17届全国版画展及北京国际版画展、北京“今日中国美术”等学术大展评委。承担教育部社科规划项目两项、广东省社科项目一项。
出版专著《中国新兴版画发展史》、《外国美术史》、《超越与裂变——20世纪中国版画论评》及编著9种，在《文艺研究》、《美术》、《美术研究》、《美术观察》等刊物上发表文章130余篇，其中“20世纪中国版画的语境转换”获首届美术学奖（论文）一等奖，《中国新兴版画发展史》获省社科优秀成果（著作）一等奖，日本日中文化艺术交流会金奖，本人曾获曾宪梓教育基金会全国高校教师奖，及中国版画家协会颁发的“鲁迅版画奖”。
