郭津生(1949.8—)天津人。擅长装帧设计、水彩画。现为天津美术学院装潢系主任、教授、硕士生导师。作品《亚运之光》入选第二届中国体育美展；《潮汐》入选第四届全国水彩、粉画展览；《洒满阳光的小院》入选时代风采—全国写生画展览。参与编写并出版《装饰装修全书》、《设计与工艺》。论文有《科技进步及形与色的世界》、《展示艺术设计》等。
1969年毕业于天津工艺美术学校。
1976年毕业于天津美术学院装潢专业，同年留校任教。
1983年任天津美术学院教务处副处长。
1986年任天津美术学院工艺系副主任。
1994年任天津美术学院装潢系主任。
1995年破格评为教授。
1987年——1988年赴日本进修。
1993年赴韩国考察，1995年出席新加坡第五届国际装潢设计大会，2000年赴香港参加学校效能与改革国际会议。
郭津生教授，硕士生导师，天津美术学院装潢系主任，设计家、水彩画家。天津美术家协会会员、天津市跨世纪学术带头人培养对象、院学术委员会委员、《北方美术》杂志编委、《装饰装修设计全书》编委。长期从事装潢专业设计的教学、科研和设计实践，主持完成了多项国家及天津市的大型展示设计任务，在国家计委主办的“全国沿海开放城市开放改革成果展”和“中国社会发展成就展”两次主持天津馆设计，均获“最佳设计奖”，还完成了“天津赴韩国汉城出口商品展”、“大港石油科技馆”、“天津电力世纪展”等展示设计，另外有大量设计作品被采用、出版、参展或获奖。
同时，着力进行水彩画创作，作品曾入选第二届全国体育美展，第四届水彩画、粉画展览、时代风采——全国写生画展等全国性展览。多次入选国内外美展，并有作品发表或出版。
在长期的教学实践中，致力于“形态与色彩构成”、“展示艺术设计”、“设计教育与教学”等方面的研究，参加编写并出版了《装饰装修全书》、《设计与工艺》等著作，发表学术文章十余篇，两次获天津市优秀教学成果二等奖。
天津美术学院设计艺术学院院长郭津生2000年以来，天津美术学院设计学院有计划地推进了“整合教学平台，优化育人模式，完善课程体系，改革教学方法，强化实践教学”五个方面的教学改革与建设，取得了预想的成果，发挥了相应的作用。过程中五方面成果相互铺垫，递进辐射，产生了多方面的连带效应和影响。
