1990年至2014年，中央民族大学美术学院教学任教授、院长。

 设计并出版发行的邮票作品：《第二十五届奥林匹克运动会》、《昆虫》、《鹳》、《野羊》、《野骆驼》、《马鹿》、《长臂猿》、《第四十七届国际宇航联大会》、《张闻天》、《李立三》、《聂荣臻》、《民族乐器》、《北戴河》、《国家重点保护野生动物II》、《鼓楼与清真寺》、《少数民族运动会》、《侨乡新貌》等。再版《殷会利焦墨写生集》、《动物邮票设计札记》、《美国现代招贴设计作品》等专著。 曾获北京市“五四奖章”、北京市优秀青年骨干教师、北京市德育先进个人、宝钢教育基金奖、世界第三届奥林匹亚最佳邮票入围、中国邮票设计“专家奖”等。

 2012年12月11日中央民族大学美术学院院长殷会利接受了中国艺术网的专访，当记者问到：您是怎么开始邮票设计工作的呢?有没有您印象比较深的邮票?他回答说：“我毕业于中央工艺美术学院，就是现在的清华美院，学校很重视设计专业，所以我的功底也是从那时候打下的。说到邮票，我国邮票有严格的选题制度，每年选题之前都要开严格的论证会。在选题中，我比较倾向于动物邮票设计。因为发挥的空间很大，不像政治题材约束那么大。动物邮票上面的表现手法、艺术发挥的空间会更大一些。”

我印象最深的是中国和外国联合设计的一些邮票，比如俄罗斯、伊朗、印度。比较喜欢这种设计是因为设计后可以有一个比较。这种联合设计邮票通常由两国艺术家来设计，设计稿是一套，两国是同时印刷，但完成时感觉是完全不同的两套邮票。所以我觉得，跟在一个国家完成邮票不一样，我们很期待一个邮票完成后在两个国家同时印刷后的那种不同效果。

 殷会利同志在专业领域中具有很深的造诣，多年从事艺术设计教育工作。他是回前我国设计动物邮票最多的设计家。曾作为中方设计家设计完成了中国—俄罗斯联合发行的第一套邮票《马鹿》，中国—伊朗联合发行的第一套邮票《鼓楼与清真寺》，中国—印度联合发行的第一套邮票《白马寺与大菩提寺》。设计的邮票作品《少数民族运动会》为我国第一套少数民族运动会邮票。其邮票作品《野骆驼》获国家邮票设计的最高奖“专家奖”。并先后出版了个人作品集《殷会利焦墨写生集》、《动物邮票设计札记》、《会利作品》等。作品《蒋兆和》、《黄宾虹》、《人体写生》等多幅作品曾被中国美术馆等单位收藏。

殷会利同志在教学中作风踏实，兢兢业业。培养了8届硕士研究生、4届博士研究生。他所带的研究生多次获得各类奖项（包括“全国奥运会招贴大赛第一名”）。在教学实践中不断总结，发表了《谈艺术设计教育中的少数民族特性》、《关于培养跨世纪民族美术人才的思考》、《承前启后继往开来的民族美术教育》等一系列文章，探讨民族美术教育事业发展的特点及方向。他还组织了“首届中国少数民族美术教育研讨会”，主编了大型系列教材《中国少数民族美术教育系列教材》，这是我国第一个专门针对民族美术教育而编写的系列教材。

任中央民族大学美术学院院长以来，他积极地调整专业结构，新增多个专业方向。新建了“中央民族大学美术馆”，自开馆至今各种画展从未间断。在师资培养方面，殷会利同志也做了极大的努力。他鼓励青年教师参加包括出国进修在内的各类进修学习活动和学术交流活动，为教师的发展提供了充分的空间。他还在中国美术馆和国外主持了几个较大型的展览及研讨会，得到美术家、艺术评论家的一致好评和广泛反响，为提高中国民族美术及美术学院教师的国际国内知名度起到了推动作用。

殷会利同志主持了中央民族大学艺术学科“211工程”的项目建设任务。配合国家大的文化战略和民族地区文化建设的需要进行多种类型的项困建设。另外还主持了“新世纪优秀人才支持计划”的“西南少数民族民俗色彩研究”项目，回前正在组织“汶川震后传统文化遗迹的保存现状调查”活动，探讨震后对传统文化遗迹的保护措施。

 Yin Huili, born in 1962, Han nationality, professor and art educator, was the dean of the Academy of Fine Arts of Central University for Nationalities. He was a member of the Eighth National Youth Federation and the Eighth Beijing Youth Federation.

Design and publish stamp works: 25th Olympic Games, Insects, Stork, Wild Sheep, Wild Camel, Wapiti, Gibbon, 47th IAF Congress, Zhang Wentian, Li Lisan, Nie Rongjun, Ethnic Musical Instruments, etc. "Beidaihe", "National Key Wildlife Protection II", "Drum Tower and Mosque", "Minority Games", "New Appearance of Overseas Chinese Hometown" and so on. Reprinted monographs such as Yin Hui Li Jiao Mo Sketchbook, Notes on Animal Stamp Design, Modern Poster Design Works of the United States, etc. He has won the "May 4th Medal" in Beijing, outstanding young backbone teachers in Beijing, advanced individuals in moral education in Beijing, the Baosteel Education Fund Award, the third Olympia Best Stamp Award in the world, and the "Expert Award" in Chinese Stamp Design.

On December 11, 2012, Yin Huili, Dean of the Academy of Fine Arts of Central University for Nationalities, accepted an interview with China Art Network. When the reporter asked, "How did you start stamp design work? Are there any stamps that you were impressed with? He answered,"I graduated from the Central Academy of Arts and Crafts, which is now Tsinghua Academy of Fine Arts, and the school attaches great importance to it." Design major, so my foundation was laid down from that time. Speaking of stamps, there is a strict topic selection system for stamps in our country, and strict demonstration meetings are held every year before topic selection. In the selection of topics, I prefer animal stamp design. Because there is a lot of room to play, not as much as the constraints of political subjects. Animal stamps on the performance techniques, art will play a greater space.

I am most impressed by some stamps jointly designed by China and foreign countries, such as Russia, Iran and India. I prefer this design because there is a comparison after the design. This joint design stamp is usually designed by artists of the two countries. The design draft is one set. The two countries print stamps simultaneously, but they feel completely different when they are finished. So I think, unlike stamps in one country, we're looking forward to the different effects of printing one stamp in two countries at the same time.

Comrade Yin Huili has profound attainments in professional fields and has been engaged in art design education for many years. He was the designer who designed the most animal stamps in China before he returned. As a Chinese designer, he has designed and completed the first set of stamps issued jointly by China and Russia, the first set of stamps issued jointly by China and Iran, the Drum Tower and Mosque, and the first set of stamps issued jointly by China and India, the White Horse Temple and the Great Bodhi Temple. The stamp work "Minority Games" is the first set of stamps for Minority Games in China. His stamp work "Wild Camel" won the highest national stamp design award "Expert Award". He has published his own collection of works, such as Yin Hui Li Jiao Mo Sketch Collection, Notes on the Design of Animal Stamps, Huili Works and so on. Many works, such as Jiang Zhaohe, Huang Binhong and Human Sketch, have been collected by the Chinese Art Museum and other institutions.

Comrade Yin Huili has a down-to-earth and conscientious teaching style. We have trained 8 master's and 4 doctoral students. His graduate students have won many awards (including "No. 1 in the National Olympic Games Poster Competition"). In teaching practice, a series of articles have been published, such as Talking about the Characteristics of Minority Nationalities in Art Design Education, Thoughts on the Cultivation of Trans-century National Art Talents, and National Art Education Inheriting the Past and Forging the Future, to explore the characteristics and direction of the development of national art education. He also organized the "First China National Minority Art Education Seminar" and edited a large series of textbooks "China National Minority Art Education Series", which is the first series of textbooks specially designed for national art education in China.

Since he became Dean of the Academy of Fine Arts of Central University for Nationalities, he has actively adjusted the professional structure and added many new professional directions. A new Art Museum of Central University for Nationalities has been built. Since its opening, various exhibitions have never stopped. In terms of teacher training, Comrade Yin Huili has also made great efforts. He encouraged young teachers to participate in all kinds of learning activities and academic exchanges, including going abroad for further study, which provided sufficient space for teachers'development. He also hosted several large-scale exhibitions and seminars in the Chinese Museum of Fine Arts and abroad, which received unanimous praise and wide response from artists and art critics, and played a role in promoting the international and domestic popularity of teachers of the Chinese Academy of National Fine Arts and Fine Arts.

Comrade Yin Huili presided over the project construction of the "211 Project" of the Art Discipline of the Central University for Nationalities. In line with the cultural strategy of the National University and the need for cultural construction in ethnic areas, various types of difficulties need to be built. In addition, he also hosted the project of "Research on Folklore Color of Southwest Minorities" under the "Supporting Plan for Excellent Talents in the New Century". Before returning, he was organizing a "Survey of the Preservation Status of Traditional Cultural Relics after Wenchuan Earthquake" to explore the protection measures for traditional cultural relics after the earthquake.
