蒋在谱，湖北黄陂人。又名再谱，擅长民间工艺美术。出生在剪纸世家，从小随父学艺。新中国成立后，参加武汉雕花剪纸研究会，并积极组织成立雕花剪纸生产组。1958年在武汉市工艺美术研究室从事民间剪纸研究。湖北武汉中国书画院工艺师。作品有《武汉长江大桥通车之喜》、《百花齐放》、《群鸟争艳》等。
从艺50余年，在剪纸艺术上造诣深厚。继承传统剪纸手法，吸取南派细腻精巧与北派粗犷雄浑之长，兼收并蓄，融为一体，形成粗中有细、层次清晰、丰满匀称、花中有花的艺术特色。剪纸的题材相当广泛，有民间喜闻乐见的“狮舞”、“九龙戏珠”；有描绘人民文化生活的“釆莲船”、“新疆舞”；有反映政治生活的“土地改革”、“抗美援朝”、“欢送入伍”；有歌颂人民向自然灾害作斗争的“慰问武汉防汛功臣”、“确保武汉安全”；有表现农村新气象的“果园丰收”、“婆媳锄棉田”；还有赞美社会主义欣欣向荣的“长江大桥落成之喜”、“年年有余”、“春回大地”、“钢花怒放”等作品。在创作设计上，抓住现实生活中最动人、最能表达内容的瞬息动态，运用夸张浪漫的手法，点、线、面巧妙结合，使各种人物和花鸟鱼虫跃然纸上。在刀法上，采用“反雕法”从右向左，?以刀尖左右撇捺、阴阳雕刻相结合，虚实得当，疏密有致，刀法流利，不露锋芒，讲究破刀和线条的弯曲交叉、阴阳偏正。在构图上，善于整体中求变化，对称中求统一。其作品远销日本、东南亚、欧美等20多个国家和地区。50年代，作品在日本举办的“中国剪纸展览”上展出。随后又在27个国家和地区巡回展出，两次获得嘉奖，被誉为“崇高的艺术”。中国新闻纪录电影制片厂将其剪纸摄成电影对外宣传。60年代初，部分作品被民主德国展览专家收入《中国年画》一书。1972年，其设计剪纸样品20余套，在广州中国进出口商品交易会上被外商争相订货。1980年，湖北人民出版社专辑出版由王士杰主编的《蒋在谱剪纸集》。1988年被轻工业部授予“中国工艺美术大师”称号。2003年被湖北省档案馆组织的湖北省美术名人评委会评为“湖北美术名人”。
曾当选为中国美术家协会湖北分会理事，省、市文联委员，省政协委员，3次出席全国工艺美术人代表大会。
