生于浙江乐清，先后毕业于乐清师范学校、浙江师范大学、进修于杭州师范学院中国画研究生班，高级讲师。现为市政协科教文卫体委主、诗书画院副院长兼秘书长，中国美术家协会会员，温州市美协副主席，乐清市美协主席。中国画作品频频在全国获奖，在西班牙，台湾，上海，浙江，广东，广西等地举办过个人淮画展，出版有《中国美术家叶旭华画集》、《叶旭华画选》、《中国画名家叶旭华雁荡山写生集》《艺术家叶旭华》等。
