杨海涛，供职于塘沽画院，任院长助理、馆员、美术创作室主任。中国美术家协会会员，塘沽美术家协会理事，塘沽美术家协会中国画研究会会长，天津炎黄文化研究会理事，天津市塘沽青年联合会委员。
1979年9月生于山东郓城，1999年考入天津美术学院国画系，获学士学位。2005年9月，在天津青年文化艺术节“十佳青年美术家、十佳青年书法家”评选中获入围奖。2006年8月，作品《寻》获台湾第十二届国际双年展入选奖，作品被台湾美术馆收藏。2007年7月，作品《山中不知老将至》获天津市第十四届“群星奖”美术、摄影、书法作品展铜奖。8月，中国画探索四人展。2008年7月，作品《独钓图》获天津市第五届农民艺术节书画展铜奖。作品《山中不知老将至》入选中日书画交流展。2009年6月，作品《残花》获天津市第三届区县文化系统优秀书画作展银奖；作品《寒露》获天津市第十一届美术作品展铜奖。12月，作品《云山图》获天津市第十五届“群星奖”美术、摄影、书法作品展金奖；12月，作品《寒露》入选第十一届全国美术作品展览。2010年10月，作品《霜降》获亚运会全国中国画展优秀奖，作品被组委会收藏。2011年5月，作品《寒露》获天津市纪念中国共产党成立九十周年美术、书法、摄影优秀作品展金奖。6月，作品《雪山》获“辉煌历程伟大丰碑”——纪念建党90周年大型美术采风创作作品展铜奖。10月，作品《仙山自驾游》获“都市采风”京、津、沪、渝书画联展三等奖。2012年5月，作品《秋分》入选“纪念《毛泽东在延安文艺座谈会上的讲话》发表七十周年天津市美术作品展览”。7月，出版个人作品集《水流花开-杨海涛水墨作品集》。10月，在北京今日美术馆今日版画中心举办个人画展“空山无人，水流花开-杨海涛山水画作品展”。作品《滨海建设的螺丝钉》获“魅力滨海领航新区”天津滨海新区美术采风写生创作作品展览铜奖，此作品同时获天津市第十六届“群星奖”美术书法摄影优秀作品展铜奖.2013年6月，作品《雾岭清秋》获“泰山之尊”全国中国画展优秀奖，作品被组委会收藏。7月，参加“天津-台湾中青年书画名家邀请展”。9月，作品《雾岭寒烟》获天津市第八届青年美术作品展览铜奖。
