朱帆(1931-2006)，原名朱铁民，天津宁河人，擅长中国画。1949年入北京华北大学第三部美术科学习，后毕业于河北美术学院绘画系。曾任天津俱乐部、天津美术出版社、天津日报社美术编辑，中国美协会员、天津市美协理事，天津文史馆馆员，天津老年书画研究会副会长等，其美术作品多次参加全国美展并被收藏。出版有《朱帆舞台人物画集》、《朱帆人物画集》、《朱帆画选》等。
朱帆在新中国成立初期，就积极参与连环画等通俗画种的绘画，如1954年8月为上海美术读物出版社创作出版的《白老虎连》，1956年1月，他又为上海新艺术出版社创作出版了《赤桦信》，即是他早期鲜为人知的几部连环画作品；稍晚他开始为天津美术出版社创作连环画，计有《在大家庭里》(1956年)、《水源》(1958年)、《高强度漆包线》(1959年)、《敢想敢干的马国荣》(1959年合作)、《龙尾巴》(1960年)等；此外还有年画《计划生育移风易俗》等。朱帆还为其他省市美术出版社绘画了一些连环画，如《农民科学家》(河北)、《地下尖兵》(辽宁)、《能想到就能做到》(辽宁)等。上世纪七八十年代，朱帆任天津日报社美术部主任编辑。他在繁忙的工作之余，仍坚持创作连环画。比如他与其他津门画家合作完成的《送车记》(津美，1977年)、《飞马追踪》(津美，1981年)、《故事大王画库》(新蕾，1985-1994)等等。
观朱帆的连环画，其绘画风格，是遵循中国传统的线描创作的，走的也还是现实主义的路。几十年的通俗绘画，练就了画家驾驭人物绘画的高超技能，也使朱帆晚年在创作舞台人物画上取得了辉煌的成就。2006年7月，在天津举办了“朱帆舞蹈人物画展”，展出了刚刚辞世的著名人物画家朱帆生前创作的52幅舞蹈人物画精品。细心的观展者和业内人士会发现，成为人物画大家的朱帆，从通俗美术绘画，特别是连环画创作中，完成了对人物形象绘画的几十年间、数以千计的锤炼和把握，为画家的晚年人物画创作打下了坚实的基础，看他的人物绘画，表情丰富、神态生动、造型准确、信手拈来，深厚的连环画绘画基础让他驾轻就熟，成竹在胸。正如一位专家所言：一个优秀的连环画家必定是一个好的人物画家；而一个好的人物画家未必会是一个优秀的连环画家。画家朱帆从连环画绘画起步，终成一位人物画大家的例子，又一次很好地证明了这一美术界的成才铁律。
