字思燕，1920年生，广东潮州人，国画家、擅长山水画。现为中国美术家协会会员，重庆市文史研究馆馆员，原重庆美协名誉理事，重庆嘉陵江书画院名誉院长，重庆中山书画社顾问，泰中艺术家联合会高级顾问，汕头市老年书画研究会顾问。
柳青自幼习染丹青，少年时师从广东著名国画家孙裴谷，毕业于广东省立韩山师范。抗日战争时，从事抗敌救亡美术宣传活动。四十年代在粤、湘、鄂、川、康等地举行个人画展，及在成都、重庆举办“大凉山画纪”个人画展。后在著名教育家陶行知先生创办的重庆育才学校专科部美术组任主任并任教。解放后任重庆美协执行委员。后调入重庆市劳动人民文化宫任美术专业干部美术组长，53年创办“重庆工人画室”从事重庆职工美术活动组织辅导工作为25年，培养众多的业余及专业美术人才，79年退休后，从事国画专业创作及美术社会活动。92年被重庆市人民政府聘为重庆文史研究馆馆员。　
柳青从事美术工作数十年，在国画创作上既师传统而又不断探索和创新，融汇而有所发展而自成风格。其作品曾在北京、香港、及国内外展出和发表，为国内人士及日本、美国、加拿大、奥地利、泰国、新加坡等国和香港、台湾地区人士广泛收藏。90年代以来，曾在重庆、深圳、汕头、泰国等地举办《柳青国画展》。中国书画家协会授予“亚洲中国华人艺术家荣誉证书”。　
其作品由重庆出版社出版有《柳青国画集》及《柳青画集》。作品及辞条曾入编《中国当代艺术界名人录》、《中国美术书法界名人名作博览》、《世界当代著名书画家真迹博览大典》等多种辞书。
