刘赦，1960年4月出生于湖北麻城。1987年毕业于南京艺术学院中国画专业。现为南京师范大学美术学院院长、教授、博士生导师。
作品曾入选“第七届、第九届和第十一届全国美展”、“中国当代工笔画大展”、“中国艺术双年展”（加拿大）、“中国艺术展”（美国）、“首届山水画大展”等各类大展，并多次获奖。1993年应邀赴香港举办“刘赦画展”。多幅作品被海内外美术馆、艺术馆及博物馆收藏。百余件作品先后发表于《亚洲世界》、《中国文物世界》、《美术》、《朵云》、《香港名流》、《美术观察》、《装饰》等国内外专业刊物。数十幅作品被收入《中国工笔画全集》、《中国当代名家作品全集》、《二十世纪中国国名家作品集》等大型画集。出版了《刘赦画集》，著有《近代名画》、《中国历代国宝精品100例赏析》、《中国画教学大图典》、《铅笔风景速写》等，先后在国家级核心刊物上发表论文十余篇。2003、2010年分别设计的作品《重阳节》邮票（一套三枚）、《清明节》邮票（一套三枚）由国家邮电部全国发行。
