邱笑秋，男，亦名丘壑，1935年10月生于四川成都。国家一级美术师，中国美术家协会会员，中国戏剧家协会会员，中央文史研究馆书画院研究员，四川香格里拉彩墨画研究院院长，四川张大千研究中心学术委员会副主任，第一批巴蜀画派卓越成就代表人物。
邱笑秋7岁开始学画，14岁参军。在部队，他当过卫生员、文书、文化教员，搞演出，办墙报，工作满腔热情。1954年从部队转业，3年后从医院调到内江川剧团工作。1957年后任内江市川剧团、舞美设计，内江市文化局创作员，1986年任内江市政协常委、文教委员会副主任。现为国家一级美术师、中国美术家协会会员、四川省美协理事、中国戏剧家协会会员、四川彩墨画研究院院长。著名国画家，香格里拉画派的创始人。自幼研习中国书画，先花鸟，后人物，主攻山水，作品多取材于青藏高原和川南丘陵之风土人情，追求诗的意境和现代情趣，并致力于色彩的探索。邱先生的作品《披霞的晚风》、《曙光初吻然乌湖》等画为中国美术馆、西藏博物馆和上海图书馆收藏。巨制山水画《山海千秋》、《岷山千里雪》、《高原碧海》、《高原金秋》、《源远流长》等画分别陈列于中南海、天安门城楼、北戴河等中央机关及会议场所。邱先生的重彩山水画《九寨金秋》、《草地朝晖》、《净土》等画被收入香港出版的《中国当代国画选》、《华夏千家书画集》等书中；山水画《怡乐窝》、《雪山之歌》等被收入《中国百人画佳作选》。党和国家的杰出领导人邓小平接见过他。兼中国诗书画研究院院士、《人民日报》神州书画院特约书画师、西南交通大学教授（兼）、四川彩墨画研究院院长、四川省文学艺术界联合会委员、四川省诗书画院特聘美术师、四川省政协书画研究院副院长、四川省人大第6至8届代表。
