施邦华(1931.12—)。浙江黄岩人。擅长中国画、年画、书画鉴定。
1949年肄业于上海美专国画系，1952年毕业于中央美术学院华东分院实用美术系。先后在山东省美术创作室、山东画报社、省工艺美术研究室工作，曾任山东美术馆副馆长、一级美术师。现为中国书法家协会会员，山东书法家协会理事，中国美术家协会会员，山东美术家协会理事，中国工艺美术学会会员，中国工艺美术学会山东分会常务理事，山东省美术馆一级美术师，山东画院顾问、著名书画家，山东省兰艺书画研究院院长。
作品素描《炼钢》、年画《水库好》、《公社渔歌》、《友谊桥》、《让拖拉机走得更方便》均获奖，年画《征服自然的人》入藏中国美术馆。著有《年画技法》、《山东史志文化志美术书法章》、《齐鲁民间艺术通览民间美术篇》等书。1988年文化部曾授予“民间美术开拓者”称号。学书受业于李健，以魏体见长，善用涩笔，顿挫行笔，苍劲厚拙；行草宗法二王、米、黄，跌宕秀逸。作品多次入选全国及省级书法作品展，并被选送出国展出，或在多种报刊上发表。亦擅年画，作品《水库好》曾获全国第三届年画评奖二等奖。传略被辑入《中国现代书法界人名辞典》、《中国当代艺术界名人录》等。
