郭志光，生于山东潍坊。现为山东工艺美术学院资深教授、中国美术家协会会员、山东省政协委员兼联谊书画院副院长、山东当代国画研究院院长、山东美术家协会顾问等，是山东省专业技术拔尖人才，享受国务院颁发的政府特殊津贴。
多年来，在全国的多种画展、画集、点评展、点评集、书法展、书法集、中南海珍藏集，及专业画刊《美术》、《中国书画》、《书与画》、《美术观察》、《艺术市场》、《艺术收藏》、《中国画家》、《水墨》、《水墨研究》、《画界》和《中国书画报》中入选作品几百余件。1995年获中国艺术研究院学术精诚奖；1987年至1992年间先后在山东美术馆、上海朵云轩、中国美术馆和日本千叶、东京二松大学举办过个人画展，《人民日报》、《光明日报》、《文汇报》、《中国日报》、上海电视台、中央电视台《新闻联播》、《朝日新闻》、《东京日报》等都有专题报道；2003年7月，作品《鹫峰飞来》、《雨露》等8件，入选全国政协在京主办的《当代国画优秀作品展—山东作品展》及《十人作品集》。正式出版的作品集及著作有《郭志光画集》、《郭志光精品集》、《花鸟画画理》、《当代中国画名家技法—郭志光花鸟画法》、《怎样画鹰鹫》、《猫头鹰、猫的画法》和《鹰、鹫的画法》等。2007年赴澳大利亚、美国、法国进行作品巡展。2008年被山东商报，山东广播电视报，山东文化产业博览会，潍坊画廊联盟会，中国美术杂志社等单位评选为“2008山东最具艺术影响力的画坛十老和2008山东最具投资潜力的十大画家”荣誉称号。

1967年毕业于浙江美术学院（今中国美术学院）中国画系。
