杨光利，男，1955年12月生，陕西绥德人。国家一级美术师。毕业于西安美术学院。现任陕西国画院专职画家，陕西国画院副院长，陕西国画院美术馆馆长。中国美术家协会会员、中国当代工笔画协会会员。
杨光利擅长人物，画风朴实细腻，端肃浑正，坚实饱满，富有浓郁的人情味，主要作品有《晨读》1981年获全国第二届青年美展银质奖及陕西省第二届青年美展二等奖，《喂》1984年获全国第六届美展铜质奖及陕西省美展特等奖并被中国美术馆收藏。《沐浴》、《炕头》、《中国民工——石工》先后入选全国第七届和第八、九、十届全国美展，《爷爷孙孙》、《翰林马家》、《西安事变》、《月夜》等13件作品先后参加全国性大型美展，《雏》、《厚土》、《沐浴》等9件作品均获陕西省历届美展优秀作品奖。作品曾在《美术》、《国画家》、《中国画》、《人民日报》等全国性刊物上多次介绍和发表，并曾在榆林市和陕西国画院及外省市举办个展。1996年出访日本京都进行艺术交流，同年被评为陕西省“十佳”青年画家，个人小传入编四十年《中国美术年鉴》及多种版本的美术家辞典，1998年由陕西人民出版社出版《杨光利画集》。杨光利的作品不仅在国内外大型美展中展出并连连获奖，且被众多的美术馆和海内外友人广泛收藏。《爷爷孙孙》、《韩林马家》、《西安事变》、《塔吉克母子》等20余件作品参加全国性美展和《全国第十届新人新作展》、《全国首届中国画人物画展》等展览。毕业创作《晨读》获全国第二届青年美展二等奖，国画《喂》获得全国美展铜质奖，被中国美术馆收藏。多幅作品参加全国大展及获奖，与王有政老师合作的国画作品《延安大生产——纺线线》选定为《国家百年重大历史题材美术创作工程》，已投入创作。出版多种个人画集，出访十几个国家进行学术交流和创作采风。
