齐康1931年10月28日生于江苏南京市。他自幼酷爱绘画，7岁时得到姨母的悉心关怀。姨母是一位中学美术老师，虔诚的基督教徒，她常从教堂里带回画片，让小齐康照着临摹。这些图片深深吸引了他，也激发了他对绘画的热爱。东南大学建筑研究所所长、教授，法国建筑科学院外籍院士，大连理工大学建筑系名誉系主任。兼任华南理工大学、南京工程学院、江南大学等校名誉教授等职。
1949年，18岁的齐康考入中央大学工学院建筑系（东南大学建筑系前身）。大学期间，齐康还得到了著名画家李汝骅先生的教育、引导，并养成了习画、写生的习惯，几十年来，绘画、速写成为齐康的伴侣，从不分离。绘画给齐康的建筑设计创作提供了许多帮助，齐康说：“我经常利用出差（国内和国外）的机会写生。大自然是我绘画的对象，大自然的美常使我感动。我认为建筑要适配于自然，要和谐，要进入画境，要有一种惊奇之感。画是我最最亲密的朋友。”
