冯国琳，曾用名玉林，一九三二年十月年生。辽宁沈阳人。1951年毕业于东北鲁迅文艺学院美术部，分配至东北画报社（现辽宁美术出版社）工作，历任记者、创作员、编辑。副编审。
1956年赴北京从王叔晖、刘继卣、任率英习工笔人物画，六十年代又到天津杨柳青、苏州桃花坞和上海考察和学习民间年画。
中国美术家协会会员，辽宁省年画学会理事。
所作《耕读育新人》获第三届全国年画评奖三等奖，《电影到山村》入选第四届全国美展，《红楼梦》获第四届全国年画评奖三等奖。
作品有《花为媒》、《笔中情》等，作品《耕读育新人》获第三届全国年画展三等奖。
