曹和平，1951年9月生于济南，原籍山东省文登市。1980年毕业于泰安师专美术系，擅长中国山水画、年画。现供职潍坊市文联美协主席，任山东省美术家协会副主席，潍坊市美术家协会主席，国家一级美术师，系中国美术家协会会员，获“潍坊市专业技术拔尖人才”称号。
中国画《香如故》获中华杯中国画大奖赛佳作奖；年画《少喝酒多吃菜》获第四届全国年画展三等奖并入选第七届全国美展；中国画《初雪》获全国首届中国山水画展优秀展；年画《天河》入选第五届全国年画展；中国画《冻土》入选第八届全国美展。论文有《中国民间木年画何处去》、《民间年画发展走向》等。
