聂欧，辽宁人。自幼在北京少年宫学习绘画六年，1981年毕业于中央美术学院中国画系研究生班，自幼在北京市少年宫学习绘画六年。1978年考入中央美术学院中国画系研究生班学习。1981年毕业，同年分配到北京画院任专业画家。现为北京画院一级画家，中国美术家协会理事。
