杨凡，1964年生于新疆阿勒泰。1985年就读于中央民族大学美术系中国画专业。1992年北京林业大学园林艺术中心至今。1996年考入天津美术学院中国画系研究生学历班。1999年参加第四届中国当代工笔画大展，获铜奖2001年参加北京市建国五十周年美术大展，获金奖。
1999年参加第九届全国美展，获银奖接受日本放送协会（NHK）纪实节目特集的专题采访，获奖作品参加日本六个城市的巡回展。作品先后发表于《美术》，《美术观察》，《书画艺术》，《中国美术报》等权威报刊。作品被列入第九届美展国画集，第九届美展获奖集，中国第四届工笔画大展获奖精品集，中国最新工笔画佳作集。2003年获梁希文学艺术奖。2004年参加中日法美术大展。
