高明远，北京市人，1949年生，满族，1970年入伍，1982年?结业于解放军艺术学院美术系部队文化干部培训班，先后在济南军区、军委工程兵政治部，总参文化部从事部队文化艺术和美术工作，1990年转业到中国人民对外友好协会文化交流部；当代著名山水画家、书法家、金石篆刻家。
作品多次在全国美展中入选、获奖，部分作品载入《中国美术年鉴》《中国当代书画典藏》《中国当代山水画精品集》《中国书画大辞典》，出版有《高明远山水画集》《高明远书画篆刻作品文论集》《高明远山水画作品精选》《叙叙书法》《神州名泉印谱》《谈艺论道》等。
