李志天，中国美术家协会会员、原新疆军区创作室美术创作员、中国徐悲鸿画院国画院院长。毕业于解放军艺术学院。

李志天山水、人物、花鸟画三者齐头并进，各有所成。作品《南疆八月》入选全国第十六届新人新作展、《秋月》入选全国第二届少数民族美术作品展、《王小义买买提》入选纪念毛泽东同志《在延安文艺座谈会上的讲话》发表60周年全国美术作品展、《古陶》入选2006年第三届全国中国画展、《夕阳红》入选全国“黄河壶口赞”中国画提名展。2011年5月，以中央确定的解放前100位为新中国捐躯的革命先辈和英雄人物为素材，用传统水墨画创作百米长卷《红心翰墨颂英烈》，开创了“中国水墨绘百英”的先例，在庆祝建党90周年之际在全国巡回展览。代表作品为重大历史题材作品《各族人民大团结万岁》。

新疆风情系列作品被新疆维吾尔自治区人民政府作为珍贵礼品赠送给国内外贵宾。《秋风古楼兰》和《鸿运当头》分别捐赠给汶川和舟曲灾区。其中，《秋风古楼兰》在新疆国画作品中拍卖价最高，拍出3万元。作品和艺术成就在《人民日报》、《解放军画报》、《美术》、《国画家》、《中国书画报》等报刊上发表。出版有《李志天国画作品集》。
