号迟公，1938年7月生于河北滦县。长期从事美术教育。现为中国书画印研究院副院长，中国美术家协会会员，中国文联书画艺术中心成员，北京联合大学特教学院教授，北京西罗园美术学校校长。幼喜绘事，从临摹课本插图开始，后觅得一本《怎么样画人像》，即朝夕揣摩用功于此，受益颇深。并在三年师范学习中打下了一定的基础。
早年从贾麓云先生习画，后又向叶仰曦、潘洁兹、白雪石、卢沉、周思聪、董辰生诸先生问道。在花鸟、山水、人物画的创作上有了更深刻感悟和认识。1974年，国画作品《请进来》首次入选北京市美展，并在《北京日报》发表。1978年写意人物《心意》出版，同时选入全国统编教材，并在中央电视台专题节目中播放。作品入选日本．韩国、新加坡等国家美术展及国内各类大型展览，多次获奖。200余幅作品和多篇论文在全国性报刊发表、入编《美哉北京》、《当代中国画掇英》、《中国当代著名书画家庆香港回归作品专集》等大型书画集。传略辑入三十余部辞书。1996年参加中国艺术博览会，两次举办国画联展。
出版有《李金亭画集》、《风景写生》、《李金亭国画集》等。早期创作多为教育题材，以写意人物为主。近年来为探索中国画艺术的创作实践，不断深入生活，体验生活，以满腔的热情把气息浓郁、泥土味十足的北方山村小景作为创作对象，表现出鲜明的个性，由此闯出一条自己的路来回报生活，回报社会。代表作品有《龙亭月色》、《教育为本》、《山居图》、《陕北情》、《百门图》等。
