北京人。擅长中国画。1965年毕业于北京高等工业学校。曾在江苏省国画院进修。中国出版对外贸易总公司艺术品中心副处长。中国现代水墨画家。中国美术家协会会员，东方美术交流学会会员，国家高级美术师，美国现代艺术交流学会会长，美国西北大学客座教授。作品在全国美展及国际性大奖中获奖。作品被中国美术馆等博物馆收藏。出版有《春晓——赵准旺中国画作品选》、《赵准旺长征路写生画选》、《赵准旺画集》等?。出版画集著作二十余本被收入《中国当代美术家名人录》等。
