1960年生于北京。现为中国美术家协会会员、中国书法家协会会员。
1987年至1989年在中央工艺美术学院学习。
1984年起供职于中国文学艺术界联合会，深受艺术环境的影响，向多位艺术名家请教，先后受业于梁树年、白雪石、史国良等名家，多年研习宋、元、明、清画法、画意，颇多体悟，以求扎实的笔墨功夫和清劲苍郁的风韵，并将画境和书意兼容互补，增强笔墨韵味。
作品多次参加中国美术家协会、中国书法家协会主办的展览。
出版有《尹燕琦画集》。
