何溶，号伯英，笔名山碧，男，1921年4月1日生于吉林省吉林市，满族，姓“赫舍里”。是满族八旗中的镶蓝旗后代。他的祖父松毓是孙中山的生前好友，是吉林著名的书法家，他的祖父和他的父亲何裕康均是同盟会会员，孙中山改组同盟会为国民党后，参加了国民党。他的家庭是个民主气息很浓厚的大家族，兄妹很多，他的排行是十三。1989年7月31日于北京逝世。
1941年春入上海大同大学，1942年秋考入上海圣约翰大学，读英国文学系。1949年入中央美术学院绘画系。1951年留校任教。作为徐悲鸿、吴作人、王朝闻、董希文等艺术大师的得意门生，于1953年秋参与了创办美术界权威刊物《美术》杂志。曾任《美术》第一副主编兼编辑部主任，职称编审。
30余年，先后写有数十篇，约20万字的美术论文。在《美术》上先后发表了《山水花鸟与百花齐放》、《比自然更美》、《牡丹好，丁香也好》等文章。反对“题材决定论”，曾引起美术界和文艺界的重视，曾向全国散发何溶论文的小册子，准备组织批刊。1981年何又在《美术》上发表《再论牡丹好，丁香也好》一文，全面论述“反题材决定论”这一观点。何主张艺术创作的个性化和艺术方法的多元化，提倡反映对代精神和民族精神。《再论》一文，1984年选入中国文联理论研究室编辑的《新时期文艺论文选集》。
何溶先生也是位国画家，他的绘画，不论花卉和山水，有一定的独特见解和造诣。他的作品多次参加全国美展并获奖。自1983年至1989年先后在广州、桂林、武汉、重庆、柳州、烟台、长沙、四川美院、吉林市举办他的画展。
由于他的艺术成就，也赢得日本美术界朋友的重视。1983年他以中国美术家代表团团长的身份率团应邀赴日本访问。

何溶先生，生前他的作品《雪》、《杉》、《白玉兰》等6件作品，由中国美术馆收藏；《小河》、《紫玉兰》等4件作品由吉林市博物馆收藏；《山花》由中国美协北京分会收藏；《漓江》、《黑牡丹》由柳州市博物馆收藏；《高山之松》由漳州市博物馆收藏；湘潭“齐白石纪念馆”、宜兴“徐悲鸿纪念馆亦有何溶的作品；四川杜甫草堂也有收藏品。作品《春雨》曾选入第六届全国美术作品展览。在日本、新加坡、捷克等国家他的作品也曾展出过。
何溶生前为中国美术家协会会员、四届理事；北京中国画研究会理事；中央美术学院l952届同学会会长；燕京白马画社高级顾问。
