1927就读于奉天美术学院。

1930 年毕业于北平京华美术专科学校中国画系

1933年毕业于国立北平大学艺术学院中国画系

1935年返东北以卖画为生

1946年后任教于三岔河和扶馀中学

1958年至长春任教于吉林艺术专科学校，曾任国画教研室主任、美术系副主任

1972年调吉林省文艺创编室从事美术创作

1979年回吉林艺术学院美术系，为教授 。

 曾任中国美术家协会理事，美协吉林分会主席、常务理事，吉林省文联委员，省书法研究会副会长，省人大代表，省政协委员 。作品有《雪后松花江畔》、《林海朝辉》等。世之作《林海朝晖》陈列于人民大会堂，有作品藏中国美术馆 。曾举办多次个人画展，出版有《王 庆淮画集》。

He taught in Sanchahe and Fuyu Middle Schools after 1946

From 1958 to Changchun, he taught at Jilin Art College. He was the director of the teaching and Research Department of traditional Chinese painting and deputy director of the Department of Fine Arts.

In 1972, Jilin Provincial Literature and Art Creation Room was engaged in artistic creation.

He returned to the Department of Fine Arts of Jilin Academy of Art in 1979 as a professor.

He was a member of the Chinese Artists Association, chairman and executive director of Jilin Branch of the Association of Fine Arts, member of Jilin Provincial Literature Federation, vice-chairman of the Provincial Calligraphy Research Association, deputy of the Provincial People's Congress and member of the Provincial Political Consultative Conference. His works include Songhua River after Snow, Chaohui in Lin Hai, etc. Lin Hai Chaohui, the masterpiece of the world, is displayed in the Great Hall of the People. There are works in the Chinese Art Museum. He has held many personal exhibitions and published Wang Qinghuai Painting Collection.
