1969年鲁迅美术学院教育系本科毕业。 1969－1976年任省剧团舞台美术设计。 1976－1980年任辽宁省文艺创作评论办公室专职文艺理论评论。 1980－1983年任辽宁省美术家协会美术理论评论室主任，《美术生活》杂志主编。 1983－1986年任辽宁省文联理论研究室研究部主任，《艺术广角》杂志编委。 1984年夏参加在安徽合肥召开的新安画派国际学术研讨会并有论文《浙江和尚的画印考》发表。 1986年任辽宁省美术家协会副秘书长，主持协会工作。 1987年出版《辽宁民间工艺》一书。 1989年任辽宁省美术家协会副主席副秘书长。 1990年五月组织白山黑水画展赴新加坡展出，国画作品《秋实图》、《秋声赋》被新加坡国立博物馆收藏。 1991年与几位画家合作的大型油画工业风景画《大船·早安》获纪念中国共产党建党70周年全国美展铜牌奖。 1993年在美国纽约举办个人国画展。 1994年－1998年任辽宁省文联委员，全国第六次文代会代表，辽宁省美术家协会常务副主席，秘书长，省艺术教育委员会委员，省油画学会副主席，省青年美协名誉主席。 1998年出版个人油画作品集、中国画作品集和《李秀忠美术评论集》。文轩画廊推荐画家任沈阳悲鸿美术学校办学委员会主任。 1998年任中国美术家协会第五次全国代表大会代表并当选为理事。 1987年以来任全国美展总评委。现任辽宁省政协书画室主任。

历任辽宁省京剧团美术设计、辽宁省文联理论研究部主任、辽宁省美协副主席兼秘书长。

 In 1969, Lu Xun Academy of Fine Arts graduated from the Department of Education. From 1969 to 1976, he was appointed as the stage art design of the provincial theatre troupe. From 1976 to 1980, he served as a full-time literary theory review in Liaoning Literary Creation Review Office. From 1980 to 1983, he was the director of the Art Theory Review Office of Liaoning Artists Association and the editor-in-chief of Art Life magazine. From 1983 to 1986, he was the director of the research department of Liaoning Provincial Literary Union Theories Research Laboratory and the Editorial Board of Art Wide-angle Magazine. In the summer of 1984, he participated in the International Symposium of Xin'an School of Painting held in Hefei, Anhui Province, and published his paper "A Textual Study of the Painting Prints of Zhejiang Monks". In 1986, he served as Deputy Secretary-General of Liaoning Artists Association and presided over the work of the Association. In 1987, Liaoning Folk Crafts was published. In 1989, he was Deputy Secretary-General of Liaoning Artists Association. In May 1990, Baishan Black Water Painting Exhibition was organized to exhibit in Singapore. The Chinese paintings Autumn Reality Picture and Autumn Sound Fu were collected by the National Museum of Singapore. In 1991, the large-scale oil painting industrial landscape painting "Good Morning Boat" cooperated with several painters won the bronze medal in the National Art Exhibition to commemorate the 70th anniversary of the founding of the Communist Party of China. In 1993, an exhibition of individual Chinese paintings was held in New York, USA. From 1994 to 1998, he was a member of Liaoning Provincial Literary Federation, a representative of the Sixth National Literary Congress, a standing vice-chairman of Liaoning Artists Association, a secretary-general, a member of the Provincial Art Education Committee, a vice-chairman of the Provincial Oil Painting Society, and an honorary chairman of the Provincial Youth Artists Association. In 1998, he published collections of personal oil paintings, Chinese paintings and Li Xiuzhong's Art Criticism. Wenxuan Gallery recommended the painter to be the director of the School-running Committee of Beihong Art School in Shenyang. In 1998, he was elected as a member of the Fifth National Congress of the Chinese Artists Association. He has been the general judge of the National Art Exhibition since 1987. He is currently the director of the Calligraphy and Painting Room of Liaoning Provincial Political Consultative Conference.

From 1980 to 1983, he was the director of the Art Theory Review Office of Liaoning Artists Association and the editor-in-chief of Art Life magazine.

From 1983 to 1986, he was the director of the research department of Liaoning Provincial Literary Union Theories Research Laboratory and the Editorial Board of Art Wide-angle Magazine.

In 1986, he was appointed Deputy Secretary-General of Liaoning Artists Association and presided over the work of the Association.

In 1987, Ning Folk Crafts was published.

Since 1987, he has been the general judge of the National Art Exhibition.

In 1993, New York held its own Chinese painting exhibition.

In 1998, he published a collection of personal oil paintings, Chinese paintings and Li Xiuzhong's Art Criticism. He was the director of the school running Committee of Shenyang Beihong Art School.

In 1998, he was elected as a member of the Fifth National Congress of the Chinese Artists Association.

In December 2005, the Chinese painting "Autumn Feelings in Eastern Liaoning" was collected by the National Museum of China and became the first collection of the newly established National Museum in the 21st century.

He has been the director of Liaoning Peking Opera Troupe Art Design, Liaoning Literary Federation Theory Research Department, Vice Chairman and Secretary-General of Liaoning Artistic Association.
