王海军，1963年生，河北省承德市人。中国美术家协会会员，国家级高级美术师。1988年毕业于山东工艺美术学院，同每分配到贵州省第二轻工业学校任教。1992年调回承德市画院，为专职画家。现为承德画院副院长、人民日报社神州书画院特约画家。
1988年作品《1988·海南热潮》入选第七届全国美展;1991年作品《祭梦》入选中圆风情艺术展，《花祭》获“中日四季”美展铜奖;1992年作品《灰色中的思语》入选中国油画年展；1993年作品《泡泡糖的夏天No.1》入选中国28省市名家画展；1994年作品《闺房游戏》入选第八届全国美展；1996年作品《……舞，那远方的河》入选中国首届水彩画大展。
