张伯媛(1941年—1993年)，女，北京市人。1961年毕业于河北美术学院（现天津美术学院），毕业后分配到唐山，任唐山地区文教局文化科干部，分管美术工作。1985年任唐山市群众艺术馆馆长、副研究馆员。为中国美术家协会会员，河北省美术家协会理事，中国工艺美术学会民间美术委员会委员。张伯媛在校期间，重点学习和研究艺术理论，受到名师指导和严格的训练。20多岁负责唐秦地区美术工作，多次举办美术创作班、基本功训练班和艺术讲座，为唐山和秦皇岛培养了一支有较强实力的美术创作队伍。她主编了3册《唐山地区美术摄影作品集》，使唐山地区美术工作从20世纪60年代至80年代初一直在省内名列前茅。20世纪80年代初，她组织并参与了冀东民间美术大普查，对皮影、泥人、剪纸、木版年画、铁画、栗花编、古建筑图案等进行了大量调查研究，有数十件作品参加了在北京举办的河北民间美术展览并赴日本展出。她撰写的《冀东皮影雕刻艺术特点初探》及《试探民间美术兴衰规律》等论文在全国民间美术研究会上宣读。论文《唐山皮影艺术》以图文方式在香港《美术家》杂志上发表。在积极组织唐山美术工作的同时，她还努力进行美术创作。1966年，年画《家访》入选华北地区年画版画展。在出席华北地区创作会议期间，受到国家主席刘少奇和国务院总理周恩来的接见。1974年，年画《工地铁姑娘》入选《一定要根治海河》画册。1976年，年画《佳节话五洲》入选“全国美展”。由河北人民出版社出版。1967年，年画《光荣人家春更浓》由河北人民出版社出版。1978年，年画《我爱新书》由河北人民出版社出版。1979年，年画《好孩子》由河北人民出版社出版。1980年，年画《再问大娘还要啥》获“河北省美展”二等奖，入选“国家地震局美展”并获三等奖，由河北人民出版社出版。1985年，年画《山花》入选“第六届全国美展”、获河北省一等奖。张伯媛性格开朗，待人热情真诚。在任唐山群众艺术馆馆长期间，经常奔波于省会和乡村之间，不知疲倦地忘我工作。在已得知身患血癌的情况下，仍抱病坚持组织指挥了“唐山、内蒙古书画交流展”、“滦河流域书画展”、“唐山花灯大奖赛联展”和“音乐之春”、“花鼓进城”等多项艺术活动。
