齐由来1934年出生于湖南湘潭白石故居寄萍堂老屋，是我国杰出的艺术大师齐白石的第10孙。其父齐子如乃白石三子，工笔草虫堪称一绝，深得老人厚爱。白石老人常与他合作，白石老人画花、子如画虫，父子搭档传为画坛佳话。
齐由来他在研习齐派艺术的同时，博采众家之长，并融会自己独特的感悟，形成了清新明丽的画风，其花鸟虫鱼独树一帜。　　
目前，齐由来虽年事已高，但仍担任国际文人画家总会常务理事、齐白石研究会副会长、湖南省美术馆画师，多次在广东、山东、辽宁、吉林等地举办个人画展。齐由来钟情南粤山水，常来广东作画，并希望在广东成立齐白石研究会。
2005年5月24号，时任全国人大副委员长的王光英在北京亲切接见了齐由来，并题词《扬名族文化、承白石神韵》为之勉励，同年5月25日，人民大会堂收藏了他的两幅作品（百龙图、百猫图），并颁发了收藏证书。2003年夏季，齐由来为党和国家领导人胡锦涛、曾庆红、刘云山等中央领导人作画留念。
