冯绪民，1960年5月13日生于辽宁省阜新市，1988年浙江美术学院版画系毕业，获学士学位，1994年中国美术学院版画系研究生毕业，获硕士学位。现任中国美术学院版画系教授。系中国美术家协会会员，中国版画家协会会员。
冯绪民作品曾入选《中国优秀版画家作品选》79-99（中国大百科全书出版社）、《今日中国美术》资料卷（国际文化出版公司出版）、《中国当代美术图鉴1979-1999版画分册》（湖北教育出版社）。冯绪民作品曾发表于《美术》99.2（人民美术出版社）、《中国版画》94·6、99·14、2000·15（人民美术出版社），《新美术》98·3、99·1、2000·2、2001·2（中国美术学院学报），《美苑》97·3（鲁迅美术学院学报），《当代学院艺术》95·5（河北美术出版社），《中国当代》94丛书（新华社出版社）。美术论文曾发表于《新美术》95·2、《美苑》97·3、《当代学院艺术》95·5、《我心中的版画》99中国版画家协会编（青岛出版社）。
冯绪民作品曾被神州版画博物馆、深圳美术馆、青岛美术馆、上海美术馆、广东美术馆、日本富张美术馆、英国版画基金会等单位和个人收藏或收购。
