施展，男，又名佩秋，笔名鲁白，字景兰。1912年5月出生，山东临清市青年办事处李堂村人，中共党员。
1931年毕业于上海美术专科学校，受业于刘海粟、潘天寿等诸名师。1931年至1937年任山东省第十一中学（现临清市民族实验中学）和山东省第四师范学校美术教员，有《景兰画集》印制刊行。1937年12月赴陕甘宁边区安吴堡青训班学习，1938年任延安抗战剧团队长、团长。1939年在延安鲁迅艺术学院美术部与江丰同志等人工作，1940年加入中国共产党。?1942年调延安陕甘宁边区文协任美术工作委员会主任。他非常重视民间艺术，注重普及工作，同石鲁、张明坦、李梓威等同志，创作出大量“新年画”、“新洋片”、“连环故事画”木刻版画等，并亲自下乡搞拉洋片，送画到农民手中，受到群众欢迎。在此期间，还绘制了大幅彩色油画领袖像，悬挂在边区参议会大礼堂和中共中央西北局礼堂内。
1945年抗日战争胜利后，根据中央精神，一批干部挺进东北、华北解放区开展工作，施展同志11月离开延安到张家口，1946年9月离开张家口赴东北解放区，先后在哈尔滨、佳木斯，于1948年11月到沈阳，1985年离休。在此期间历任华北联大文艺学院秘书，东北画报社编辑、社长，沈阳市文化局局长，东北美术专科学校（现鲁迅美术学院前身）校长（1957年——1958年），辽宁省文化厅厅长，辽宁省政府副秘书长等职。
在抗日战争、解放战争时期，施展同志围绕战争、土改、经济建设创造了大量木刻、年画、漫画、摄影等作品。如《刀林》、《越陷越深》、《秋收》等。历任中国美协第三届理事，美协辽宁分会第一届会长、名誉主席?，第一届辽宁摄影家协会主席。
施展同志于1993年5月逝世。
