罗丽芳(1942.2—)女，湖南湘潭人。中国美术家协会会员中国工艺美术学会雕塑专业委员会会员广东省美术家设计中心雕塑创作室主任、副总经理、高级美术师。
擅长雕塑、壁画。1963年毕业于广州美术学院附中；1985年结业于中央工艺美术学院特艺系进修班；1992年结业于广州美术学院硕士研究生课程进修班。曾任广州玩具总厂设计室美术设计，广东省工艺美术研究所雕塑创作室、工艺美术师。现任广东省美术家设计中心雕塑创作室主任、副总经理、高级美术师。现为中国美术家协会会员；中国工艺美术学会雕塑专业委员会会员。
1987年：创作雕塑《夺》(12米高)从全国竞选作品中被评选为第六届全运会主雕塑，立于广州天河体育中心广场。1990年被辑入《中国当代装饰艺术》大画册；
1988年创作《光圈·速度》；
1989年：创作《南方之光》立于南方日报社(社徽)；1994年被评为广州市《十佳花城雕塑》。
1990年：合作《足球，只有足球！》(铸铜，高4.5M)立于广州市中山大学内英东体育中心。出版：2001年《二十世纪中国城市雕塑》大画册刊登与评介。
1990年，应邀到新加坡举办《罗丽芳李炳荣雕塑展》；《海峡时报》、《联合早报》等刊登报导，并给予高度评价；展览期间受新加坡总理李光耀、副总理(现任总统)王鼎昌先生接见。《罗丽芳李炳荣雕塑集》。1990年获全国城雕建设指导委员会颁发的全国城雕创作设计资格证书(1995年已换发新证)。受广东省政府，省绿委委托创作《绿化广东》雕塑纪念碑，先后立于新会市、湛江市、阳江市、阳西、‘四会等地；合作《长安门》立于东莞长安镇；《银色的乐章》立于东莞桥头镇。创作雕塑《小鸟》立于二沙岛云影花园。合作的《牛年回娘家》、《南大门》等雕塑，分别参加庆祝香港回归的“全国现代艺术大展”(雕塑展及现代艺术设计展)。
1994年被评为广州市《十佳花城雕塑》。
1995年：合作大型环境雕塑《南国桃园门》(52×23.8×5M)立于广东南海南国桃源开发区。
1996-1997年：合作雕塑《牛年回娘家》、《鲲鹏展翅》等，参加庆祝香港回归的“全国现代艺术六展”。
1997年：与李炳荣合作雕塑《鲲鹏展翅》参加中山市98’城雕创作竞选活动，从全国的竞选作品中被由全国著名的艺术家、艺评家、建筑师等组成的评委会评选为中山市城区东入口的中标雕塑作品。
1997年：创作雕塑《小鸟》立于二沙岛云影花园。
2001年：创作雕塑《竞》、《倒挂金钩》，参加省体育美展。
合作雕塑《摔跤》立于广东省奥林匹克体育中心广场。
作品《红棉女》入选全国城雕作品展。
