毛关福,1946年生，上海浦东人。1965年毕业于上海工艺美术学校木雕班，1986年毕业于上海大学美术学院油画系。1989年受聘于上海遗珠阁紫砂厂，任总工艺师、艺术总监。
1993年被上海文史馆雕刻研究所聘为特约研究员、第二工作室主任；1995年受聘于上海交通大学中国艺术研究所，特约研究员；天翼艺术雕塑工作室主任。现为中国工艺美术学会会员、雕塑专业委员会会员、设计家分会副会长。毛关福既有西洋美术深厚的功底，又有娴熟的中国传统艺术的技法，学贯中西、技通数门。木雕、油画、国画颇有研究，雕刻有更深的造诣。他的作品风格独特、艺术造诣极高、极具收藏价值。而且他取材广阔、构图活泼、技法多变。其作品多次在新加坡、菲律宾、马来西亚、日本、南非等国展出很受欢迎。
其代表作木雕《喜事多》、《爱民凯歌》；紫沙《伏虎罗汉》、《关公》、《达摩》等，多次在台湾的《壶中天地》、《紫玉金沙》杂志上发表。作品紫砂《黑旋风》、《老子出关》入选《中国现代美术全集－陶瓷雕塑卷》。雕塑《梦学》（合作）入选第九届全国美术大展。
