靳涛(1926.12—)山东烟台人。擅长水彩、水粉画、中国画、美术教育。1945年参加工作从事美术创作，历任山东省文联美术编辑、山东省美术创作工作室副主任、山东人民出版社画报编辑室主编，山东轻工业学院、山东艺专、曲阜师范大学、山东轻工业学院讲师、副教授、教授。作品有《古木积雪》、《双虎图》等。出版有《靳涛水彩画集》、《靳涛作品选》。
靳教授在种种困苦磨难之中，从未止息过对绘画艺术执著的追求和对教学工作的辛勤耕耘。
青年时代，他在战争中度过。把青春献给了中国人民的解放事业，也就在革命的大熔炉里，炼就了他的绘画艺术，也形成了他的艺术观。他把艺术看得很简单——是为人民的。因此，他一直对那些故作深沉、发誓不让老百姓看懂的所谓“艺术”，他总是“敬而远之”。因此，在有些人眼中，他似乎偏之“保收”，而他于此亦坦然处之，仍然那样执著地画着他的画，画着他那令人看得懂、看得亲切、生动，并且十分喜爱的画。
靳教授对色彩的敏感尤其令人敬佩，对画水彩画来说，用笔、用水都平平常常，但就是这样平常画出的画幅，每一幅都闪烁着色彩的璀璨光泽。
靳教授多年来主讲素描、素写和色彩等多门课程，深受学生欢迎。在教学中，靳教授总是劝诫学生，不要过分追求笔触和水分的技巧，要注重锻炼自己的眼睛和头脑，观察自然，把握自然界的奥妙。在这个基础上，力求自然地去处理手头的技巧，包括笔触和水分，才能自然贴切、完美和谐。他也正是这样对待自己的作品的。
