崔全顺，1962年生于湖南湘潭市，1990年毕业于鲁迅美术学院，获文学学士学位，中国美术家协会会员，中国民主促进会会员，民进鞍山市委副主委，辽宁省政协委员，辽宁省美协理事、水彩画艺委会委员，鞍山市美术家协会副主席，鞍山师范学院美术学院教授。
1999年9月水彩画作品《冬至》庆祝建国50周年暨迎接第9届全国美展辽宁展区优秀奖;
2002年赴欧洲艺术考察并开展艺术交流;
2004年12月水彩画作品《构成与和谐》辽宁省第5届青年美术作品展获铜奖;
