聂跃华1959年生于扬州，1982年毕业于苏州大学美术学院，1992年毕业于中央工艺美术学院，获硕士学位。现任清华大学美术学院副教授，北京市美术家协会会员，北京水彩画会会员，中国艺术研究院篆刻院导师委员会委员，北京女画家联谊会会员。2004年《都市系列秋暖》入选第十届全国美展，《都市系列温馨》入选第二届“李剑晨奖”水彩画双年展，《大漠》在第十一届汉城北京水彩画交流展展出，获奖作品《秋》在《美术》第三期发表，《都市系列绿色》在《装饰》第五期发表。

学术主张
丙烯是水溶乳性材料，是科技研究成果的新型画材，具有水墨、水彩可渲染性与油性材质易塑性，进而可兼顾二者优点，既发挥水墨、水彩的即兴、书写、意象表现之特点，体现东方人性中的包容、洒脱、混沌中见真情的特质，又可利其用易塑性，通过再现，体现西方求证、理性思维的特征。
