胡是平生于1959年，艺术系主任，副教授，1992年结业于广州美术学院油画研修班，2002年结业于安徽师范大学美术学院“以研究生毕业同等学历申请硕士学位教师进修班”，从事美术技法、创作与理论研究，中国油画学会会员，安徽省美术家协会会员，安徽省青年美术家协会理事，巢湖市美术家协会副主席。1998年获省优秀教师称号，1999年获省高校教学成果二等奖，1999年获省高校中青年骨干教师，作品多次入选全国美术大展。
