潘晓鸥，字翔霞，号渔翁，中国美术家协会会员，天津美术家协会理事，天津政协委员，国家一级美术师、天津职工美术研究会会长，天津市职工艺术家、高级美编，台湾智允艺文中心主任。他潜心绘画，在艺术创作上孜孜以求，具有深厚的中国传统文化底蕴，灵动的诗思情采，善以诗人之眼观物，画作格调高雅、意境深邃，细腻传神，有超凡脱俗的真挚美感，令人观之身心愉悦，他用独具审美价值之艺术语言，诠释着他对工笔国画的深刻理解，他的绘画作品涉猎广泛：山水、人物、翎毛、走兽、花鸟、重彩、淡彩、工笔、写意，在绘画种类上虽各有千秋，但尤以擅绘“百字系列工笔长卷”和“画鱼”而享誉画坛。
其创作的长卷《百鸽图》荣获联合国日内瓦颁发的和平大奖。同时被苏州刺绣研究所特征刺绣成原大《世纪和平百鸽图》，并获吉尼斯世界之最，长卷《百龙图》荣获香港99年举办亚太地区书画长卷大展金奖。并被江苏宜兴九位工艺大师联手仿制成百龙壶（共金、木、水、火、土五套，其中一套被天津市博物馆收藏，而后获吉尼斯之最），作品《秋原》在北京中国美术馆举办的第九届大路画展上荣获金奖，作品《清流姿荡漾》荣获“中国天津书画艺术精品大展”金奖，作品《碧波怡影》荣获京津名家名画展金奖，作品《福龙贺春》荣获天津生肖画大展金奖。
在中央电视台“互动星期天”栏目中代表大陆画家与台湾做“龙”文化交流互动，并展示创作的《百龙图》，在人民大会堂举办的首届中国天津少年儿童书画艺术大展颁奖礼上为少年儿童赠书、赠画，天津卫视以《工笔重彩绘长卷》为题介绍《百鲤图》、《百鹰图》、《百龙图》、《百鸽图》等长卷作品。先后在天津、深圳、香港、日本等地举办个人画展，出版由范曾、王学仲题辞的《潘晓鸥画集》画册（1、2册）。天津电视台“都市报道”栏目专题介绍长卷《晓色百鸣图》，天津卫视录制电视专题片《艺途苦旅》介绍画家与他的百字系列长卷。其创作的长卷《世纪和平百鸽图》、《百龙图》、《百鲤图》、《百猴图》等均由中国邮政总局特批印制连体邮资明信片在全国发行，多部画作被中国美术馆、天津美术馆、深圳博物馆、全国政协礼堂、天津政协礼堂等多处永久收藏。
