高晓笛，汉族。出生重庆，祖籍天津。少年师从名老画家朱佩君先生，擅长工笔花鸟兼人物。1984年调入成都画院，任专职画家。现为第十一届全国政协委员，中国美术家协会会员，国家一级美术师，中国残奥爱心大使，十艺善缘成员。
1998年参加文化部重彩画高级研究班深造，亲受著名画家、中央美院教授蒋采苹的指导；在多年工笔画创作实践中融汇中国古典画中的优秀传统技法及西方印象派手法，形成自己艺术创作语言。其中《家·系列》、《淡妆》、《盛世》等作品多次参加国内重大美展并获奖，并赴日本、美国等国展出；部分作品被日本、美国、加拿大等国外艺术机构收藏。代表作品先后获“首届中国重彩画大展”银奖、日本扎幌市?“中国美术展”优秀奖、日本北海道新闻社奖赏、《首届中国重彩画大展》银奖等；创作的工笔人物作品《孔子像》被人民美术出版社限量复制出版；作品先后入选第二、三、四、五、六届中国当代工笔画大展、全国新时代中国画大展、《首届中国工笔重彩小幅作品艺术展》等国家级展览；并荣获全国书画院百佳书画家荣誉称号。出版有《笔墨心灵》、《高晓笛工笔画经典》等。
