马天骐男，1934年11月生，中共党员。原海城市文化馆书记、馆长。1960年毕业于鲁迅美术学院。作品曾多次被全国大展选入并获奖。
其中《乐新春》获全国首届中国风俗画大赛优秀奖；《欢庆抗战胜利》获中国美协纪念“九.一八”事变六十周年佳作奖；《雄鸡》获全国首届“神龙杯”书画篆刻评选大赛三等奖；《山乡秋色》获国际文化交流荣誉奖；《鸡》获“巴黎铁塔艺术杯”书画大赛纪念奖；《硕果丰收娃娃喜》被选入中国现代年画出国展；《雄风》选入北京大学百年校庆展，《春回大地》获“醒狮杯”中国全国精品书画展特等奖......
出版有《马天骐国画集》、《写意鸡技法》等专著。作品被选入《二十世纪国际现代美术精品荟萃》、《跨世纪翰墨艺术家书画宝鉴》、《辽宁美术家作品选》《中国关东画家.辽宁卷》、《中国现代现代书画名家精品润格》及《造型艺术》、《收藏天地》等画集、刊物。其名字被载入《中国美术家》、《中国当代美术家人名录》《中国现代美术家人名大辞典》、《中华人物辞海》、《世界名人录》、《中国当代美术家书法家汉英辞典》等多部辞书。现为中国画研究会理事、辽宁省美术家协会会员、辽宁省年画学会常务理事、鞍山市老年书画研究会常务理事、海城市文化名誉主席、政协海城市委员会委员。
