陈力萍，浙江平阳人。1948年上海美专肄业，同年赴解放区参军，历任报社美术编辑、文工队队长、宣传助理员，1956年转业到上海少年儿童出版社，曾任美术室副主任，副编审。
中国美术家协会会员。擅长儿童美术，创作儿童美术读物50余种。《空气在工作》向国外发行，作品《鱼背上面汽车跑》获1958年莱比锡国际书展铜质奖章；《一分钱》获1980年湘版优秀彩色连环画奖；《长耳朵》获黑龙江省出版局1979—1981年优秀少年儿童读物评奖佳作奖等。著有《中外漫画人物造型》、《古今中外笑话》、《幼儿动物画资料》等出版。
1941年，上海美术专科学校由进步学生掌握的学生自治会，成立了漫画组和木刻组两个课余学生美术团队，创作了许多以“反饥饿、反内战、反迫害”为题材内容的漫画木刻作品。木刻有夏子颐的《闻一多》，贺名声的《心许》，张怀江的《苦力》，吴树之的《失业者》和《流亡》等。漫画有陈少兵的《美国佬滚回去》，沈开逸的巨幅漫画《巨拳猛击美国佬》。还有陈力萍、戴铁明、周富华、庄宝华等许多同学创作的漫画木刻作品被复制（拓印或油印）成传单，随学生的示威游行队伍散发张贴。
1959年出版陈力萍剪纸《鱼背上面汽车跑（剪纸连环画）》，彩色的非常漂亮，精装本装订考究。内容都是大跃进题材，时代特色鲜明，左诗右图。

Chen Liping, born in Pingyang, Zhejiang Province. In 1948, he graduated from Shanghai Art College and joined the PLA in the same year. He successively served as the art editor, the captain of the literary team and the propaganda assistant of the newspaper office. In 1956, he transferred to Shanghai Children's Publishing House and served as the deputy director and the deputy editor of the art office.

Member of China Artists Association. He is good at children's art and has created more than 50 kinds of children's art books. "Air at work" was released to foreign countries. The work "car running on the back of fish" won the bronze medal of the 1958 Leipzig International Book Fair; the "one cent" won the award of Hunan excellent color comic book in 1980; the "long ear" won the award of excellent children's book award of Heilongjiang Publishing Bureau from 1979 to 1981. His works include Chinese and foreign cartoon character modeling, ancient and modern Chinese and foreign jokes, and children's animal painting materials, etc.

In 1941, Shanghai Academy of Fine Arts established two after-school students' art teams, the comics group and the woodcut group, under the control of progressive students, and created many caricature woodcut works with the theme of "anti hunger, anti civil war and anti persecution". The wood carvings include Xia Ziyi's Wen Yiduo, he Mingsheng's Xin Xu, Zhang huaijiang's coolie, Wu Shuzhi's unemployed and exile. The comics include Chen Shaobing's "the Yankees roll back" and Shen Kaiyi's giant cartoon "the giant fist strikes the Yankees". In addition, many students, such as Chen Liping, Dai Tieming, Zhou Fuhua, Zhuang Baohua, etc., created caricature and woodcut works, which were copied (rubbings or mimeographs) into flyers and distributed and posted with the students' demonstration teams.

In 1959, Chen Liping's paper-cut "car running on the back of fish (paper-cut comic book)" was published, which was very beautiful in color and well bound in hardback. The content is the theme of the great leap forward, with distinctive characteristics of the times, left poetry right.
